نشستی با حضور مقام های ارشد عراقی در شهر اربیل واقع در کردستان عراق در حال برگزاری است که هدف از آن توافق برای تشکیل دولت است.
از زمان برگزاری انتخابات عمومی عراق در ماه مارس که در جریان آن هیچ حزبی موفق به کسب اکثریت مطلق نشد، هنوز در عراق خلا قدرت وجود دارد.
رهبران احزاب سیاسی این کشور در این نشست حضور دارند؛ نوری مالکی، نخست وزیر کنونی عراق و ایاد علاوی، رقیب اصلی او، نیز از آن جمله اند.
آنها امیدوارند تا برای تقسیم قدرت به توافق برسند و نخست وزیر، رئیس جمهور و رئیس مجلس را انتخاب کنند و آنها را روز پنجشنبه بیستم آبان (یازدهم نوامبر) به مجلس معرفی کنند.
از هشت ماه پیش که انتخابات عمومی عراق برگزار شد، این اولین بار است که مقام های ارشد عراقی کنار هم جمع شده اند.
در آغاز نشست، مسعود بارزانی، رهبر منطقه خودمختار کردستان عراق، گفت که جمع کردن همه رهبران در یک جا به تنهایی یک موفقیت محسوب می شود.
نوری مالکی، نخست وزیر عراق، که هم اکنون مطمئن است سمت خود را به عنوان نخست وزیر حفظ خواهد کرد نیز گفت دستیابی به توافق ملی جهت فراهم کردن امنیت و توسعه لازم است.
با این حال ایاد علاوی، که در جریان انتخابات حزب او موفق شد دو کرسی بیشتر از حزب آقای مالکی بدست آورد، بر لزوم تقسیم قدرت، به ویژه در جریان تصمیم گیری ها تاکید کرد.
اکنون سوال اینجاست که آیا آقای علاوی و جامعه بزرگ سنی هایی که از او حمایت می کنند آیا قادر خواهند بود که بخش بیشتری از قدرت را به دست بیاورند یا خیر.
توافقی که احتمال آن زیاد است باقی ماندن نوری مالکی در سمت نخست وزیری و ادامه دوران ریاست جمهوری جلال طالبانی، از کردهای عراق را در نظر می گیرد.
ائتلاف تحت رهبری ایاد علاوی ممکن است ریاست مجلس و ریاست شورای ملی سیاست های اساسی را به دست آورد.
آقای علاوی خواستار آن است که این شورا، نه نقش مشورتی، بلکه قدرت واقعی داشته باشد و به نظر می رسد که این موضوع یکی از موارد اصلی مذاکرات امروز باشد.
Iraq’s senior leaders meet with the aim of forming a government.
A meeting of senior Iraqi leaders is taking place in Erbil in Iraqi Kurdistan with the aim of brokering an agreement for the formation of a government.
There has been a power vacuum in Iraq ever since the Iraqi general election in March, in which no single party won an absolute majority.
The leaders of the country’s political parties are present at this meeting – these include Nouri Maliki, the current Iraqi Prime Minister, and Ayad Allavi, his main opponent.
They are hopeful that they will reach an agreement to share power and that they will elect a prime minister, a president and a speaker of parliament and present them to parliament on Thursday 20th Aban ( 11th November).
This is the first time since the Iraqi general election was held 8 months ago that senior Iraqi officials have come together.
At the start of the session, Masud Barzani, the leader of the Kurdish autonomous region of Iraq, said that getting the leaders together in one place could in itself be considered a success.
Nouri Maliki, the Iraqi Prime Minister, who is now guaranteed to keep his post as prime minister, also said that achieving a national agreement was necessary in order to obtain security and development.
Meanwhile, Ayad Allavi, whose party managed to win two more seats in the election than Mr Maliki’s, emphasized the need for power sharing, particularly when decisions were being made.
Now the question is whether Mr Allavi and the large community of Sunnis who support him will be able to take a greater portion of power or not.
The agreement, which is highly probable, envisages that Nouri Maliki will remain as prime minister and that Jalal Talabani, an Iraqi Kurd, will continue as president.
It is possible that the coalition led by Ayad Allavi could gain the position of speaker of parliament and leadership of a national council for fundamental policies.
Mr Allavi is calling for this council to have not a consultative role but for it to have actual power, and this appears to be one of the main subjects of today’s talks.
